Decisions adopted by the Council of the Financial Supervisory Authority

Bucharest, 17 December 2025 – At today's meeting, the Council of the Financial Supervisory Authority (ASF) adopted measures regarding the functioning of supervised non-bank financial markets – insurance, capital markets, and private pensions, as follows:

A)  Regulation

Draft Regulation amending and supplementing Regulation No. 10/2022 of the Financial Supervisory Authority on the Investor Compensation Fund (the draft will be published on www.asfromania.ro for public consultation for 10 days);

Draft Rule amending and supplementing Rule No. 22/2021 on insurance distribution, for publication (the draft will be published on www.asfromania.ro for public consultation for 10 days);

Rule on the contribution rates owed by insurers to the Policyholders' Guarantee Fund (the regulation will be sent for publication in the Official Journal of Romania);

Draft Rule amending and supplementing the annex to Financial Supervisory Authority Rule no. 9/2020 on the closing of the financial year for entities in the insurance field and Draft Rule amending the annex to Financial Supervisory Authority Norm no. 34/ 2020 for the implementation of the half-yearly accounting reporting system applicable to insurance entities (the drafts will be published on www.asfromania.ro for public consultation for 10 days).

B)  Authorisation

Approval of Mr. Franz Weiler for a new term as a member of the Supervisory Board of Uniqa Asigurări S.A.;

Approval of Mr. Franz Weiler for a new term as a member of the Supervisory Board of Uniqa Asigurări de Viață S.A.;

Approval of the application for authorisation of Mrs. Dana-Corina Benea as Deputy General Manager, member of the executive management, substitute for the General Manager of BT Pensii - Societate de Administrare a Fondurilor de Pensii Facultative S.A.;;

Approval of Franklin Templeton International Services S.a.r.l.'s request for authorisation of amendments to the Articles of Incorporation of Fondul Proprietatea S.A.;

Approval of the contribution rate to the National Protection Fund, the fee for administering the database on MTPL contracts, and the contribution level for the administration and operation of the Romanian Motor Insurers' Bureau for 2026;

Approval of the revenue and expenditure budget of the Romanian Motor Insurers' Bureau for 2026;

Approval of the operating license as a principal intermediary - brokerage company of Wise Consulting Broker de Asigurare și Reasigurare S.R.L.;

Approval of amendments to the Articles of Incorporation of RCI Broker de Asigurare S.R.L. (shareholder structure following the transfer of shares, term of office of the director, new director, amendment of the preamble/existing articles);

Approval of amendments to the Articles of Incorporation of Alpha Insurance Brokers - Societate de Brokeraj în Asigurare-Reasigurare S.R.L. (increase in share capital through the co-opting of a new non-significant direct partner and change in the company's shareholder structure);

Approval of the request regarding the modification of the share capital and authorisation of the modification of the Articles of Incorporation of BT Pensii - Societate de Administrare a Fondurilor de Pensii Facultative S.A.;

Approval of the request for approval of the amendment to the Prospectus of the voluntary pension scheme for the Voluntary Pension Fund Pensia Mea, managed by BT Pensii - Societate de Administrare a Fondurilor de Pensii Facultative S.A.;

Approval of the request for authorisation to amend the Investment Policy Statement for the Voluntary Pension Fund Pensia Mea, managed by BT Pensii - Societate de Administrare a Fondurilor de Pensii Facultative S.A.;

Approval of the request for approval of the amendment to the Prospectus of the voluntary pension scheme for the Voluntary Pension Fund Pensia Mea Plus, managed by BT Pensii - Societate de Administrare a Fondurilor de Pensii Facultative S.A.;
